Here is the easiest method to change character encoding in Excel 2013.
Click ‘Customize Quick Access Toolbar’- small arrow on the top, next to undo/redo icons.
In the drop down box,
select ‘More Commands’. That will display ‘Excel Options’ window. Select ‘Advanced’
– ‘Web Options’ – ‘Encoding’.
Select appropriate encoding and check the box next to ‘Always
save Web pages in the default encoding’.
